Adding em and strong buttons to comment bar?

Hello, I’ve searched the forums and clicked on scores of blogs, and other than here in the forums, I’m not seeing any buttons on comments bars to allow visitors to easily add bold and italics to their comments.
Similar to the comment menu bar here, I would like my visitors to have that ability, without the need for them to learn html.
Since I’m not seeing it anywhere, is it not allowed, or did I just not click on the right blogs?
I do have the CSS upgrade, and my theme is Twenty Eleven.

I can’t resist helping out another sensuous blogger. I had the same concern at my blog, so I just added the necessary instructions to a text widget. You can see that in the widget titled “Commenting Rules” at my blog.

We cannot edit templates or themes. Some themes are coded to provide for some HTML use in comments and some are not.
