The “tabs” you are referring to are the links to “pages” . When you create a new page for static content (pages are not dynamic and are not categorized as posts are) a new “page tab” appears. This will tell you how http://faq.wordpress.com/2006/11/11/a-post-and-a-page/

I have tried and tried but cannot seem to create a new tab for some reason. I’m going to Manage Pages>Pages>create new page. So I type in the title and write the page but once I click on publish there is no tab with the title nor does the page show up under the pages list.
I created a tab for health the other day but I think I did it by going to presentation, then clicking on sidebar widget and added it that way. I’ve tried everything, I can think of and I am about in tears so frustrating. I just can’t figure out what or how to do it now……..ARGH!!!!!!!!!!

You would have added ‘health’ as a page. Quick way to check. Goto Admin => Manage => Pages and it should be listed there.

Yes it is there but for some reason I can not add another page. I have tried everything and every way and the tab for the page I’m trying to add will not show up on the navigation bar. The tab I have been trying to add is one “On this day…” but every time I create it, then publish it, it is listed on the dashboard but no where on my site. The only way I can see the page is to go to manage>pages>and then choose “view”. Then the page is there otherwise there is no link whatsoever on my site.

I see that you added another one by seeing it under ‘pages’ in your sidebar. I would send a feedback into staff with your URL, referencing the pages on the sidebar and the fact it is not showing up in the nagivation bar. You can do it through your admin, the support tab in these forums or an email to support at wordpress dot com. Another thing to try would see if changing the theme to something else shows the pages. Then you can narrow it down if it is only that theme.
