Adding file upload to a form

I had created a custom form http://cookingfiasco.wordpress.com/submit-your-family-recipe/ and would like to add an option for submitters to add a file. The form allows others to submit a recipe and email to me, I would also like to provide an option to upload an image of the final meal, but not sure how to add file upload to the form.

You can’t do uploads – security reasons – the best you can do is have them post a link to the file on the internet somewhere or have them email it to you (you email them your email – don’t post your email on the web)

Are there any advanced or more secure versions of Word Press that allow up loads. I’m looking for something very basic, where one user can upload something secure to another user privately, does WP offer this? If not, any suggestions?
