adding graphics to a page in WordPress

  I’m having difficulty adding to a page in WordPress a graphic file that I’ve added to the library. I’m trying to edit the page, but am not seeing the toolbars or the ‘add Media’ button. Any ideas about what I’m doing wrong?

  If you are talking about a site running on the wordpress.com platform, you can use the Image Block, https://wordpress.com/support/wordpress-editor/blocks/image-block/.
  If your site uses the open source wordpress.org, https://wordpress.org/support/article/image-block/
