The detailed theme description page with set-up instructions is at https://wordpress.com/themes/rowling/ and as you can see there the custom header image is not a feature of that theme.
Find Themes Supporting Custom Headers https://en.support.wordpress.com/custom-header-image/#find-themes-supporting-custom-headers
Switching themes can be easily done, provided you are logged in as Admin under the same username account that registered the site. Themes are just “skins” on WordPress.COM hosted blogs. You can quickly and easily change themes on any WordPress.COM hosted blog to another one found here http://wordpress.com/themes/ and no data will be lost or negatively affected by the change. The only time you may have to do a lot of work is if you are changing to a dramatically different theme with different features and/or if you have done any CSS editing.
Provided you are logged in as Admin under the same username account that registered the blog go to Dashboard > Appearance > Themes, Browse themes until you find one you like and click the “activate” or the “preview” link, or type in the name of the theme you want to use when it appears.
The theme customizer https://en.support.wordpress.com/customizer/ provides a preview function for exactly that purpose ie. so you can view what a theme will appear like prior to changing one.
All support docs are at https://support.wordpress.com/

IMPORTANT NOTE: We bloggers do not have access to the template files underlying our themes on wordpress.COM hosted blogs and cannot edit them. This is a multiuser blogging platform. All blogs wearing the same theme use the same underlying template found on the live demo site for each theme.
Does Customize let me edit HTML?
No. Customize allows you to edit fonts, colors, and CSS only. You can change the appearance of a theme, but not its HTML markup or PHP code. If you require this functionality, please consider moving your blog to a web host that supports theme code modifications. You can read more about why here http://support.wordpress.com/code/, and find a suitable host here http://get.wp.com/hosting/.

Hi there, given the structure of Rowling’s HTML, this is about the best I can do. Go to Customize > CSS, delete all the informational text in that window, and paste in the following custom CSS and see what you think.
.header-wrapper { background-image: url("https://aswansongcom.files.wordpress.com/2016/06/swansong-copy.png") !important; background-size: cover !important; background-repeat: no-repeat !important; height: 467px; position: relative !important; background-position: center top !important; } .navigation { position: absolute; bottom: 0; width: 100%; }
