Adding HTML page and supporting docs into FTP and getting 403 error

I have a wordpress site at rinzeldesigns.com. I’ve followed tutorials to add an HTML page and supporting files into the “public_html” folder. Side note, I created this content outside of wordpress and am not looking for the wordpress theme or template to be applied to this previously created page. After adding the files and supporting documents I’m getting a 403 error on that page. I’ve done several searches on 403 errors, but none seem to pertain to this issue. Any help solving this would be greatly appreciated. Thanks!
