adding links to other sites

Again, I’m very new at this. Can I put links to other websites that have related material that I’d like to share with readers? In other words, point someone reading my blog to an article or another blog? Do I need any kind of permission from the site I’d like to link to? Does this site allow me to do this?

You don’t need permission; it’s more or less like pointing to someone in the street and saying “that person is worth checking out” so most people don’t mind. And you would do that here under Manage->Links. And be sure to put the Links/Blogroll widget in your sidebar, so it shows up.
I also suggest making a special post when you add someone to your blogroll, explaining why you think they’re worthy. It makes them feel great and gives some context for your readers. It’s a very powerful tool. Don’t forget to link to the site from that post!
