  I can’t for the life of me figure this out! Can you help me with this?

  It looks like menu items can be added via the site editor: https://riseupabbaharcom.wordpress.com/wp-admin/site-editor.php

  This guide explains how to use the navigation block here: https://en.support.wordpress.com/site-editing/theme-blocks/navigation-block/

  Additionally, I noticed that there’s a donation page on the site, and it just so that happens that we do have a donations block available: https://wordpress.com/support/wordpress-editor/blocks/donations/

  In order to use this feature, the site would need to be on a paid plan, at the minimum a personal plan:

  You can also use a custom primary domain on a paid plan also.
