Adding meta tags to head without downloading

Hi everyone,
I need to add a meta tag to my blog page but finding where to is impossible. I know everyone thinks they are outdated so any comments about how I don’t need them are not useful.
I found a bit on meta tags saying to add them Admin > Options > General but where is this? WordPress instructions don’t seem to link to anything I can see on my dashboard, making me feel rather stupid!
If anyone can offer help and tell me where to add my meta tag I’d appreciate it immensely!

You CANNOT add meta tags to a wordpress.com blog because we cannot access the required files and edit them as we are using shared templates on this multiuser blogging platform. That means all wordpress.COM blogs wearing the same theme are using the same template. Therefore only Staff can access the files and edit as any change made would apply to all blogs wearing the same theme.Also note Google doesn’t use the “keywords” meta tag in web search ranking. Setting that aside, if you have not set up a Google webmaster’s account and verified your blog ownership with the big search engines as yet, this is the link to the instructions for doing so. Please follow them very carefully – do not ‘free form” and the process will work for you.
