adding moving graphics changing to self-hosted for plugins

  I am wondering what I need and how to change my blog to being self-hosted so I can use the What Would Seth Godin Do and Digg Digg plugins.
  I would also like to customize my blog home page with a moving graphic of dandelion tufts that blow around the screen in a specific pattern. Can you please let me know where to find out how to do this?
