I am not pleased with the themes you have. I found a template that meets my needs and want to make my theme. How do I make the template my website theme

If you can provide a link to the theme you found I’d be glad to see if we have anything on WordPress.com that might suit your needs.
To upload your own theme, you need a “self-hosted” version of WordPress. That means you’d find a web host and run the WordPress software yourself.
