Adding New Categories for Posts

A lot of the people on the site seem to have found a way to add a their own categories for the posts they make and I would like to do the same, but I can’t figure it out.
The blog I need help with is: (visible only to logged in users)

Hi there!
When you’re in the editing screen for a post, you can add categories by either checking boxes to select existing ones or adding new ones.
