I am taking a subscriber list from substack (https://substack.com/) and moving them to wordpress.com.
I know I can export the subscriber list from substack as a csv file.
But where do I upload it to wordpress so I can add the old subscribers to my new site?

Hey there, are these going to be blog subscriptions, or are you hoping to subscribe them to a newsletter that’s supported here?

https://wordpress.com/support/subscriptions-and-newsletters/#newslettersOur system won’t allow bulk email address imports, as we do need each person to confirm that they’d like to follow. And if they’re already users here, they’ll want some control over their preferences.
The other newsletter specific solutions mentioned in the article may have those options though. I hope that helps!

This is for blog subscriptions so your article you sent @supernovia was exactly what I needed to add a subscription button.
So there’s no manual way for me to add the email address of subscribers from substack to wordpress.com?
I’d have to email all of them and alert them to my wordpress site?

You can invite them to follow the site, sure!
And, you can actually use a CSV list of email addresses there — just you’ll need to enter them in batches of 10. And then they will need to confirm the subscription, so maybe do give them a heads up that that’s coming.
Also, be sure you add them as followers, vs some other role. It’s all explained here:
