adding paypal link or button to non profit blog

  currently one of my friend’s blog is hosted on wordpress.com
  it is a non profit organization that now wants to add a paypal button to accept donations for their capital campaign.
  is this considered a TOS voliation?
  I am trying to determine if we need to move blog to self hosted wordpress.org in order to accept donations.

  The blog I need help with is: (visible only to logged in users)

  Do you know how to find support doucuments?

  I searched them for paypal and got this result:
  http://en.support.wordpress.com/paypal/

  (note, we can use only the donate button on wordpess.come)
