adding paypal link or button to non profit blog

currently one of my friend’s blog is hosted on wordpress.com
it is a non profit organization that now wants to add a paypal button to accept donations for their capital campaign.
is this considered a TOS voliation?
I am trying to determine if we need to move blog to self hosted wordpress.org in order to accept donations.The blog I need help with is: (visible only to logged in users)
