Adding People/Users/Editors

I applied the P2 theme, following a suggested path for a private, collaborative blog. I would like members to be able to post answers within the original post, and have the members name posted with the change.In that instructive, one could add users with a password. It appears in my setup that users or members must be wordpress.com users. Is the ‘add users’ function no longer available? How can I add users or members to my team without them having to be wordpress.com users?
Is this a function of the editor used, the theme, or a wordpress.com restriction?

To be able to allow users to create accounts directly on your site, you’ll need a membership plugin. Plugins are allowed on plans Business and eCommerce. There’s an alternative to that, described here:

You might have used a WordPress.org site before, here on WordPress.com things work a little differently.
To clear up any further confusion, WordPress.com and WordPress.org are two different entities. We, WordPress.com are a cloud-based platform where we manage WordPress sites. Whereas WordPress.org is a stand-alone software that you can download and self-host with any other hosting.
