  I am trying to find a way to upload a “RSS to Post” plug in for this blog richardsrealty.wordpress.com
  but I cannot find a plug in section on the tabs nor a place to search for them.

  Are plug ins only for hosted WordPress blogs?

  Is there a way to upload this plug in on that blog?

  No. There is no FTP access to wordpress.com free hosted blogs and we cannot upload plugins into them.
