Adding users

The book WordPress for Dummies, says there is supposed to be a “Community” section on my page where I can add users myself. I don’t see any such section. Where is it?

If you’d like to invite others to publish posts or help approve comments on your blog, you can invite them to be a Contributor, Editor, or Author. If you want users to receive updates each time you publish new content you can invite them to be a follower/viewer.

I know they aren’t the same. And I also knew about the invite feature. The book has been very organized and helpful and for the most part, it has gotten my up and running. There are just a few things that are a bit unclear. Thanks for your response.
