Is there any way of adding a video to one of the covers instead of a static image?

Are you referring to the Cover Block? That block does not support video backgrounds, no. An animated GIF might work, but a GIF big enough to fill a cover block on a site will have a massive file size, meaning it will significantly impact the load time of your site, and the data used by people on metered connections, like mobile phone data, so I wouldn’t recommend that.
At the moment the only way to use a video background is to switch to a theme that specifically supports video in the header or featured content area:

Hi. See the Video in cover block section of the Cover Block support page, which indicates that for sites on the Premium, Business or eCommerce plan, a video can be inserted instead of an image in cover block. The required VideoPress is included in Premium and higher plans.
