Adding Webcam video to blog

Every article I found on adding a video from a webcam to a wordpress.com blog is from 2008. Is it even possible using the base wordpress.com functionality or is some sort of plug-in needed?

On WordPress.COM, you would need to pay for a video upgrade or upload your video and embed it with a shortcode:

Maybe I need to be more clear. I realize that I have a .com blog, and I’m trying to see if you can embed a streaming webcam into a post. There appear to be plenty of tools to do that if you self-host, but as I’m using the free .com blog, I was trying to see if it was possible to do this. I didn’t think the video upgrade would help since I really don’t want to upload my own videos (I do that currently using YouTube and link into my blog), but rather stream live video from a web cam.
