  Would It Go Against WordPress Terms Of Service To Get The Blogupp Widget Code On My Blog To Get Listed In Their Directory?

  You can use any third party widget provided it’s pure HTML, not an advertising widget and it’s not a Javascript code or an iframe. http://en.support.wordpress.com/code/
