We have 4 different plans: free, personal, premium and business. All hosting is free regardless of which plan you choose. You can view all wordpress.com plan features here https://wordpress.com/pricing/
The only advertising program at WordPress.com is called WordAds and it’s for blogs on their own domains http://en.support.wordpress.com/domains/ that have enough traffic to qualify for acceptance into the plan.
Note that purchasing a Premium or Business upgrade automatically qualifies your site for WordAds.

Thank you for your reply related to my query. Currently, we have around 900+views at our first week and 181+ visitors across the world can we sign up with WordAds?
I would also like to know if we select the personal package first and later migrate to Business plan do we need to pay the difference amount or for the whole package?
Can you kindly clarify in this regards?

Hi there,
We do not disclose the minimum traffic required for WordAds. As long as you have a custom domain connected to your site, you can apply for WordAds. Then you’ll be approved automatically once you reach the required traffic level. But with Premium or Business approval is immediate, as @timethief said above.
You can upgrade from one plan to a different plan at any time. As long as your original plan is more than two months from expiration you should only pay the difference in cost to upgrade to a more expensive plan.

Thank you for sharing all the information with your end. We’ll be migrating our current domain from BigRock.in to WordPress.com shortly by linking and hosting the website with your services available.
I thank you once again for your service support and sharing the details as required.
Have a great day.
