  I am trying to get a group of governors to join my site and update teh page where necessary. I would like to create about 10-15 accounts for them, so they easily login to the site without out going through email setup.

  Is there a way to do this on wordpress.com, would I need to upgrade or use wordpress.org for this matter?

  You can add more people to your account in various roles, such as Author, Contributor or others. Learn more about User Roles here: https://en.support.wordpress.com/user-roles/

  To add people, simply login to your WordPress account, and in the left menu, under Configure, look for People and then click the Add button shown.

  If you have more than one site in your account, then make sure to select the appropriate site first.

  Thanks for your reply, I have tried the method you mentioned, so when I create a random username, it says ‘user not found’. I do not want invite a user with an email address either.

  I would like to create a login from the wordpress.com site and give that credential information so they can login.

  One workaround you could do is create accounts/logins for them by using your own email addresses and only afterwards, you send them the login details. If you have a catchall email alias for your domain so that (email visible only to moderators and staff) goes to your mailbox then this is simple to do as all the invites will go to you. Otherwise, just create a mailbox somewhere for each person and use those for the invites.

  Using WordPress.org is another option, but then you also need to deal with the installation and hosting aspect.

  So if I create all a login in wordpress.com for each user, then it will also create a blog site for them each of them, correct?

  If you use the Add Users method linked above, this will create an account and login to your WordPress site, it won’t create a site for them as well. When they login, they will be in the panel for your site with the access privileges you granted them when you invited them (Author for example).
