What tools are you referring to? Most people can accomplish most results they want with the free version. What specific outcomes are you looking to produce?

In my case free version is not enough cause it is impossible to change colors as I wish ….while editing “my colors” appears but then there is writen i need to pay if i want it like that…but is it possible to use the software also for other blogs. If I build the blog on wordpress.com, then the tools are only available for this one specific blog, aren’t they?…the reason why im asking is that blog which Im creating right now its just for one specific occasion and I will not need it anymore in few weeks.

Well, here are your choices: buy the $99 Pro bundle of upgrades here, or spend $120 or so for hosting elsewhere, buy a theme, buy a custom domain, and install software from WordPress.ORG.
If you’re only making a blog for a few weeks, I would suggest staying here, working with a prefab theme for free, and not bothering with any upgrades. Some themes are much more customizable than others.
