  It’s irrelevant who created the blog and there are no exceptions made. Blogger get 3 clear warnings and a verification link provided in an email in order to delete a blog. Once the URL is deleted it’s gone forever.

  I think the recycling issue still applies. Also, it that blog has a history of TOS violations, perhaps it wouldn’t be so great to try to reclaim/re-use it. IMO, that is.

  There is always the option of naming a blog slightly differently, substituting a number for a letter for example. rand1
