  If you require other advertising, you might be interested in a self-hosted (WordPress.org) installation. There are no restrictions on advertising if you setup a self-hosted WordPress.org blog instead of a WordPress.com blog, but there are some added responsibilities.   I don’t exactly want to advertise, I just want to have some banners on my blog to my other blogs. To get them all connected. Would that still be agains the TOs?

  That would be fine as long as you are linking to your content, not being paid to link to someone else’s sites, products, or services.
