Admin access header and coding for rules

First query: Today the dark blue strip of Admin buttons which display across the top of a blog when logged in is not displaying on my own blog or on other blogs – only a grey strip. I have not changed any settings. If this is not a temporary WP glitch, how to resolve please?
Second query: I’m working with the free version and using Andreas09 template. I’d like to be able to add a rule between some paragraphs which will expand and contract to fit the full line measure according to size of window (like the fine line which displays under “Posted by Whoever on June 25th 2007). Is it possible to code for this in the free version and if so what would I need to code to produce such a rule?

you can make a line across the post with the tag: < hr > (without spaces), but I’m not sure if its this you want.
my blue strip is working fine – what browser are you on? I’m with Firefox.
Have you tried to logout and login again to see what happens? -
Clear your browser cache and cookies and try reloading. It may ask you to sign in again. That usually clears up the missing admin bar.
“The free version” means what, exactly? Are you using the software downloaded from WordPress.org? If so, you need to ask for help over there. If you’re hosted at WordPress.com, you won’t be able to change those things without the CSS upgrade and knowledge of CSS. If you have it and don’t mind paying the ten bucks or so for the upgrade, it should be easily doable.

Thanks, salamandrine and raincoaster for prompt responses. I had already tried rebooting, and re-logging in; have now cleared temp pages from Internet Explorer, but still no blue admin strip across blog pages displaying. I have meta displaying on my Home page so I can still get into my admin via “Site Admin” widget. Once in, the blue strip does display on admin pages but not above my Home page, or my other public pages, either my own or others’ blogs.
Blog is hosted with wordpress.com without the CSS upgrade and no software downloaded from either site. I may consider upgrading as the default font size in Andreas09 is a little on the small side. I will try the tag but appreciate it may not work without the CSS upgrade.

I will look at these links. I have had my blog for about a week and only today has this problem appeared. I have changed the colour option on one of my blogs, this morning. I will change it back and see whether the problem resolves.
The tag < hr > (without spaces) is changed by the editor to
< hr / > (without spaces, apart from a single space before /) which does display a variable width rule. I can also change the colour of the rule by coding or using colour selector. Thanks.

Yes, you’re right; you can code that colour change on a line by line basis. I misunderstood and thought you were looking for an autoformatting shortcut.

Have cleared cookies and temp files from IE, run spyware/tracking cookie scans, but blue admin bar on my Home page and the Home pages of other blogs still not displaying, though displays OK on admin pages. Can’t think what else to try, will return to threads that raincoaster kindly provided in case I’ve missed something.
