Admin bar atop of page affecting header layout

Hello,
I’ve been seeing this problem for some time now on my wordpress.com blog and am finally getting around to researching the cause. Whenever I am logged in to wordpress.com and I see the horizontal admin bar at top of the page (My Account, My Dashboard, etc.), my blog’s navbar, which normally sits at the bottom of my header, gets pushed below the header. Since the background of my nav tabs are white, they look fine when positioned on top of my header graphic. Not so much when they get pushed below the header graphic.
I’m seeing this in FF and Safari on OS X. Since I can’t actually see the code for this admin bar in the page source code, I have no idea how to customize my CSS to fix this problem. If it were only me seeing this issue, I wouldn’t be concerned. However, I’m guessing anyone logged into WordPress.com will also see the same layout problem.
Just to be clear, I’m using a wordpress.com blog with the CSS upgrade and Sandbox theme: http://www.noveltimes.com.
Has anyone else out there had this issue? Or anyone from WP know how to resolve this?
