admin bar + changes of website not being registered

I have been having some issues for a while now with the admin bar disappearing and changes I made not being registered. The admin bar randomly seems to go away on certain pages but sometimes remains on others. After a while is usually comes back to normal but as it keeps on happening it is becoming very annoying. I have tried quite a few things already to fix it which I read in other articles such as:
-checked in users that toolbar is switched on
– emptying the cache with w3 total cache as well as in my browser history (cookies + cache)
– disabling all plugins and re-enabling them one by one.
– switching themes
– turning off cloudflare CDN
– checked in another browserthe only thing I can think of is that i had some trouble with a plugin before called WPS Hide Login and it took me several steps to get rid of it. Perhaps there is still a problem with how I log in to my site?

That’s regarding a self-hosted WordPress.org site, which we really can’t help with here.
