admin board not working properly and wont upload or activate themes

Hi,
I tried to log into my admin panel today and it looked all weird. see: http://i39.tinypic.com/2qtcwgy.jpg I troubleshot that for a while, including deleting wordpress from my site and reinstalling it. thankfully Its only a new site.
I eventually came up with a way of fixing it by editing the wpconfig.php file, adding
“define(‘CONCATENATE_SCRIPTS’, false);” just above the line that says
/* That’s all, stop editing! Happy blogging. */That all seemed to work and the admin panel looked fine, but because I have uninstalled wordpress, I now had to reinstall my theme. I went to upload it, but the upload button doesn’t work. no matter. I FTP the theme to the host and click refresh on the page. I can now see that my custom theme is available in the manage themes tab, but I cant activate it, and I can’t delete any of the other ones that are already there.
What is wrong with my admin panel?
