admin link to allow a horizontal drop down menu to save space and time

    OZH’ has a plug in that allows a drop down menu but it is only for wp.org.
    Can it be made a plug in for wp.com?
    It would save time and space, as well as the energy of using the slide on the side bar which does not allow you to see everything in the bottom buttons.
    not good at tags etc just starting.
