  Please post screenshot of what you are describing, upload it to your Media Library, and return to this thread to provide the file name so Staff can examine it.   Thanks for the screenshots. Looks like a cached css file is causing your admin panel to look disorderly. Can you kindly clear your browser cache and see if things go back to normal afterwards?
