Admin Plugin was deleted. How do I get it back?

In the Admin screen I somehow deleted the plugin option. I am hoping there is a way to load this back into my Admin options.
Please let me know if you have any suggestions on how to get the plugin option back?
Currently, I have the following options only:
Home
Store
Posts
Media
Links
Pages
Comments
Feedback
Appearance
Users
Tools
Settings

There is no FTP access https://en.support.wordpress.com/ftp-access/ and no blogger installed plugin capability. There never has been as blogger installed plugins as they are not permitted here at WordPress.com for various security reasons. No upgrade changes that reality. https://en.support.wordpress.com/plugins/

We provide support only for wordpress.COM hosted sites, so if you move to self hosting, and if you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right-hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.
