Admin role is encoded in DB but not showing as an option in the dropdown

    Hi, I noticed when creating a new admin user that the option to be an administrator was gone from the drop-down list on the menu within the user page. This role is encoded in the database but not showing as an option, as if something is preventing it from showing in the menu. I have disabled plugins, and nothing has changed. Any advice?
