Admin rules – something went wrong

  Hello,

  Dont you know why I cant add new plugins and why im not able to refresh? Im the admin of the site… If I want to add a plugin i got a message what conatins that I have no permission.
  What I tried:
  – I checked the php version
  – I reinstalled the wp
  – I checked the hosting
  – I switched off the plugins
  – no problem with the template (I bought it from Themeforest)

  Can anyone help me?
