Admin section show content for previous users

  I am having a problem in my admin section. When I log out as UserA and login as UserB and click on a sidebar tab, elements of the UI will occasionally switch over for UserB. For example the Admin Bar at the top will go from showing UserB to showing UserA and the left tabs will switch to those available to UserA.

  Clearing the cache and doing a hard reload appears to solve the problem. I am not experiencing this on my other WordPress sites.

  It is a pretty vanilla install. I’ve reproduced the problem in multiple browsers and I’ve disabled my plugins but to no avail.
