Admin tools; where?

I am the (brand newbie) owner of my site and I need to know where to go in order to change the appearance of the site, which each member will see when they log in.

There is no ability to change the site appearance (theme) for each “member” on free hosted wordpress.com blogs. The Themes Showcase, which is a live demo site and has feature filters is here. There are over 100 themes to choose from. > http://theme.wordpress.com/
The only theme you can use on a free hosted wordpress.com blog are found here > Appearance Themes
There is a ‘preview” function you can use to see how each one will appear on your blog and when you have selected one you click “activate”.So note that there is no FTP access to free hosted wordpress.com blogs and you cannot upload any themes from the internet into a free hosted wordpress.com blog. Those themes are for wordpress.ORG installs and they run on different software.

So once I, the admin of my wordpress site choose a theme, there are no other alterations possible, such as homepage photo, what is in each menu etc.

What do you mean by “home page photo”?
Some themes allow for custom image headers and some don’t. Your theme doesn’t. If you want one you must witch to another theme. http://wpbtips.wordpress.com/2009/03/24/header-images/Do you mean a gravatar/avatar image for the sidebar?

By Home Page Photo I mean the image you see anytime you log on to the site. Just like when you log on to say, Google. They change their image regularly but there is always some type of image in the exact same location. Try it: http://www.google.com Just above the search bar is their Home Page Photo, in this case it is an image with birds (as of today).
So, I would like to insert a Home Page Photo, which all members can see, not a gravatar, not something only I will see, but something every blogger, every reader will see when they go to my wordpress site.

Your initial question sounded like you were asking about changing the dashboard, or customizing it so each member would see something different. Neither of these are possible on WordPress.com.
Google pays many tens of thousands of dollars to customize its icons. This is not customizable on a free WordPress.com blog’s dashboard. If you want to customize it on your site from a readers’ perspective, design and upload it yourself daily for free.
