Administration of domain

My name is Jarrette Fellows, Jr., owner and founder of ComptonHerald.org, which formerly was a hard copy newspaper. The administrator of my domain, Tony Bear (who was my cousin), died suddenly, July 27, 2018.
I did not perform the duties of an administrator and did not have access. I find myself locked out without control of my ‘pilotless plane.’ What must I do to become the administrator?
