Administrative Template for Clients to see Upon Login

Hello, the company I work for is trying to create a back-end system mixing caspio and wordpress but we are having a hard time starting out. We want to have a front page – then a login page for clients (not like the wordpress login)
then once inside it would reveal a backend system with admin template and that would have some forms and analytics and graphs created through caspio information.
Does this sound extremely difficult or are we on the right place or are we extremely off?

That cannot be done on a WordPress.COM hosted blog. You need to hire a web host http://wordpress.ORG/hosting and set up a WordPress.ORG install.
WordPress.com and WordPress.org are completely separate and have different logins, features, run different versions of some themes with the same names, and have separate support forums. http://support.wordpress.com/com-vs-org/
