Administrator ability to add h2 tags

Where can an administrator click to add h2 tags?
The blog authors have the ability to select text from the visual bar (paragraph, Headline 1, Headline 2, etc) however this bar is not present on the Administrator account.
Please advise

Hi there – Make sure that you have the last button on the first row of buttons (the “kitchen sink” icon – it looks like a bunch of little squares) toggled, so that the second row of buttons appears:
