Administrator added tags?

Can the administrator add categories/tags to posts made by other users? Doing it myself will be far easier than convincing them to do it. Thanks.
The blog I need help with is: (visible only to logged in users)

The administrator can, basically, do whatever he or she needs to do in terms of editing posts.
After another user creates the post, you can access it via Posts->All Posts and edit it as if you were the original creator.
