Administrator and logging in

  My wordpress site was originally created by a web designer but i have recently cut ties with this person, changed over the hosting of my site and deleted her from users on my account. Everything seemed to be ok until last night when i tried to login to my WP admin page and it will not allow me to log in or recover a password. I have been able to log in to my wordpress account however it says i am not an administrator and do not have access to users. Does anyone know how i can fix this issue as I am not on a paid plan and can;t even upgrade to one as i am not an administrator.
