Hello @zakrasperilcarso,
If you don’t see it via the WP-ADMIN dashboard try adding it via the Site Customizer. So to do that you can,
1. Go to My Site(s) → Customize(Beside the Themes option) or just click here: https://wordpress.com/customize/. This will open the site Customizer.
2. On the sidebar of the Customizer click on the Menus > tab.
3. Click the Primary > tab.
4. Now, if you want to new add items to the menu bar then click the Add Items button and if you want to create a sub-menu then just click and drag the menu under the menu item of which you want this menu item to be sub-menu of.
5. Once everything is done, click Save & Publish. You can read more about adding custom menu items and creating sub-menus here:
https://en.support.wordpress.com/menus/Hope this helps 🙂

@zakrasperilcarso some kind of glitch maybe?
Clear your browser data, login again and go to your WP-ADMIN dashboard https://zakrasperilcarso.wordpress.com/wp-admin, and check under Appearance → Menus(https://zakrasperilcarso.wordpress.com/wp-admin/nav-menus.php) to see if it is restored.
