One administrator would like to withdraw from the blog
The blog I need help with is: (visible only to logged in users)

Did that person register the site under their username account?

Or the blog’s owner can change their role or remove them.

If the answer is yes that person did register the blog under their username account then they can transfer the blog to another user account.
Every WordPress.COM blog has a sole owner. It is the person with the WordPress.COM username account who registered the blog under that username account and a single associated email address, and who is the original Admin of the blogs registered under that username account.

The owner of the site can transfer the site and or upgrades to another account.

Thank you! I was on the right track. I emailed the link on transferring the blog to the blog owner, but was uncertain. As long as I have a WordPress.com login and password (and am also an administrator on the blog) then I have an “account” that the blog can be transferred to…correct?

That’s correct, melepling. Once you are added as an Admin to the blog, the ownership can then be transferred to you. This process needs to be initiated from the current owners account.
