  No, you don’t unless you have upgraded to the WordPress.com Premium or Business plans which have automatic access to the WordAds program.

  WordPress.com bloggers with moderate to high traffic and appropriate content also have the option to apply to the WordAds program. But you need to have a custom domain for your site.
