Ads from third-party ad networks are not allowed on free WordPress.com sites. If your site is high traffic, you can apply to WordAds, the official WordPress.com advertising program.

Yes, but you have to have appropriate content and high traffic. Please read over the support docs I linked above as they will answer these questions for you.

Here is an exact quote from the support doc:

WordPress.com bloggers, who are using a Free or Personal Plan, have moderate to high traffic and appropriate content also have the option to apply to the WordAds program.
