  If your site is participating in the WordAds program, you get paid.

  The Premium, Business, and eCommerce plans automatically qualify for WordAds.

  Hi there, https://wordpress.com/support/wordads-and-earn/ that @drizzleblocks linked to gives a good overview, but you will need to add a custom domain to be eligible. That means upgrading your free WPcom site to at least the Personal plan.
