  Hey there,

  It’s not possible to modify the ads when a site is on a free plan.

  It is possible to remove the ads, with a paid plan. https://wordpress.com/support/no-ads/

  It’s also possible to use WordAds on WordPress.com – however, it’s not possible to customise the ads present: https://en.support.wordpress.com/wordads-and-earn/
