Ads appear on featured Image

A website that I manage (lindasaucycounselling.com) has ads appearing right on top of my featured image, blocking the text built into the image. The site is running on a free plan with a custom domain upgrade. Should ads be appearing on top of content?

Reviewing your site, I did not see any ads. Are you able to share a screenshot of what you see?
Only the WordPress.com Free plans show ads. You can read more about WordPress.com ads in the link below:

If you would rather not have any ads shown on your site, you may want to consider upgrading your plan – with any WordPress.com plans aside from the Free Plan you are able to eliminate ads altogether!

running on a free plan with a custom domain upgrade
When you say this, it probably means that the site is either on WordPress.com Personal plan or higher. Note that all sites on WordPress.com Personal plan or higher plan will have WordPress.com ads removed as mentioned on the link shared earlier.
However, if you had this site enrolled on WordAds program at the time of upgrade from free plan to your current WordPress.com plan, ads will be displayed. You might have to login into your WordAds account to disable.
