Although there are already ads on the free website, you do not profit at all from them.
By upgrading from the free version to the Personal plan you will now meet the general requirements (a custom domain) and will gain access to a program called WordAds that will allow you to add ads to your site and make money off of them. However, even though you now have a custom domain, there are still specific requirements of traffic that must be reached before your WordAds application will be accepted.
To allow WordAds regardless of the amount of traffic you have you must upgrade to the Premium or Business plan. For more information about these plans and their features, check out this link: https://en.support.wordpress.com/plan-features/
